Background
The Hugh Cargill Trust was established over 200 years ago by Concordian Hugh Cargill. The committee's purpose is to provide short-term, emergency assistance to residents of the Town in times of financial need. Consisting of 5 members appointed by the Select Board, this committee assists the Board by receiving and processing applications for financial aid from Concord residents with emergency financial needs. The source of such funds is income from the Hugh Cargill Trust and from various public and private donations.
In addition to the Hugh Cargill Trust, the committee is also responsible for administering the following funds:
CMLP – Using funds donated by the Concord Municipal Light Plant, the committee assists Concordians who are struggling to pay their electric bills.
Property Tax Relief – Funds are available to help qualified Concord homeowners pay their property tax bills.
The Silent Fund – This fund was established in 1731 with a bequest by Concordian Peter Wright. It is currently supporting summer camperships for children and holiday gifts for deserving families with young children and also Town seniors.
Concord Cares – Originally funded with grants from Concord’s churches and schools, this fund is used to help households who are having trouble paying for heating oil.
