What is Town Meeting?
Town Meeting is both an event and an entity. As an event, it is a gathering of a town’s eligible voters, and is referred to as “the Town Meeting.” As an entity, it is the legislative body for towns in Massachusetts, and is referred to simply as “Town Meeting.” Town Meeting acts as the legislative branch of the town government, where residents can directly participate in decision-making on local issues.
What is the Town Meeting warrant?
The warrant is a document issued by the Board of Selectmen to call a town meeting. Warrants essentially list an agenda of items called articles to be voted on by the voters at Town Meeting. Items on the agenda can vary significantly, from the annual operating budget of the town to adjustment of by-laws, to petition articles brought forward by citizens.
Who can participate in Town Meeting?
In Concord's open town meeting format, all registered voters of the town are eligible to attend, speak, and vote on matters before the meeting. Town Meeting is presided over by the elected Town Moderator. For voter registration information see the Town Election page.
