A Special Message to Residents Regarding Stormwater Fee Inquiries

Due to a recent increase in inquiries, we are currently experiencing a higher-than-usual volume of requests, which has resulted in some delays. We sincerely apologize for any inconvenience this may cause and want to assure you that each inquiry is being carefully reviewed. We will respond as promptly as possible.

This information can be sent to stormwater@concordma.gov. This information will help us to assist you more efficiently.

Concord’s Stormwater Management Utility Fee
The Concord Public Works Commission (PWC) approved the fee structure at the PWC meeting on May 14, 2025, in accordance with the Concord Stormwater Enterprise Fund Bylaw. The generated fees are to be used to comply with state & federal permit requirements, maintain & replace aging drainage infrastructure, prevent flooding, and to protect our waterbodies & drinking water supply from harmful stormwater pollutants.

Stormwater Utility Fee Schedule
The stormwater fee is charged to the property owners of all developed parcels in Concord, including residential and commercial properties, town- and state-owned properties, and non-profit or tax-exempt properties.
- The stormwater fee will appear as a line item on monthly utility bills.
- For customers who do not currently receive a water, sewer, or electric bill from the Town, a new monthly bill with the stormwater fee will be sent.

Stormwater Fee Abatement Process
Property owners may apply for a fee adjustment if they believe that there has been an error in the calculation of their fee. Typical adjustment examples include impervious surface is not on the property, and impervious surface was incorrectly identified or measured.

Stormwater Management Utility Fee Credit
Concord offers opportunities for property owners to reduce their stormwater utility fees through credits and incentivizing the implementation of stormwater management practices that benefit the community and environment.
The Stormwater Credit Policy, approved by the Public Works Commission in May 2025, provides fee reductions for property owners who install and maintain stormwater management systems.
- Small Residential Credit Single, two, and three-family homes, as well as small residential condos and accessory land, may qualify for up to 25% credit based on the percentage of impervious area treated by approved stormwater systems or best management practices (BMPs).
- BMP Credit (%) = (IA Treated / Total IA) × 25%.
- Credit is awarded for implementing and maintaining stormwater improvements such as rain gardens, dry wells, and permeable pavers.
- Please note: All BMPs shall have been constructed no earlier than February 2008 (i.e., the date of the Massachusetts Stormwater Handbook).
- Non-Residential and Larger Residential Credit
Larger properties such as apartment complexes, commercial, industrial, institutional, and tax-exempt parcels may qualify for up to 50% credit based on the percentage of impervious area treated by approved stormwater systems or best management practices (BMPs).- BMP Credit (%) = (IA Treated / Total IA) × 50%.
- Credit is awarded for implementing and maintaining stormwater improvements such as rain gardens, bioretention areas, infiltration basins, and infiltration trenches, etc.
- Please note: All BMPs shall have been constructed no earlier than February 2008 (i.e., the date of the Massachusetts Stormwater Handbook).
- Low-Income Resident Discount
Low-income residents who qualify for discounts provided by other municipal utilities are eligible for a 25% discount on the stormwater fee.
This credit can be received in conjunction with the Small Residential Credit noted above.

When is the billing anticipated to begin?
The billing is anticipated to begin in January 2026.
