2023 Roadway Improvements Project

As part of the 2023 Road Improvement Project, Engineering staff advertised three (3) separate contracts listed below:

  • Phase I - pavement preservation with bonded wearing surface  
  • Phase II - pavement preservation and rehabilitation that includes fog sealing, micro surfacing, and cold in-place recycling 
  • Phase III - pavement reconstruction that includes full depth reconstruction and milling and overlay

Bids for Phase I were opened on June 26, 2023.   Engineering staff analyzed the bid tenders and recommended that no award be made for this contract. Bids received were significantly higher than what was anticipated. It was found that the Incidental bid items related to this preservation treatment significantly increased the overall cost to conduct this work.    

Bids for Phase II were opened on June 26, 2023.   Engineering staff analyzed the bid tenders and determined that the bids received for the Micro-surfacing preservation portion of this contract were higher than expected, therefore no award will be made for this treatment. However, Engineering awarded the fog sealing portion of this contract to Indus, D/B/A Seal Coating Inc. as bid received came in as expected. Due to warm dry weather needed to conduct fog sealing, this work has been scheduled for the spring of 2024. List of streets to receive fog seal preservation treatment are listed below.

Bids for Phase III were opened on July 26, 2023. Bids received for this contract were significantly less than anticipated, therefore Engineering recommended the town award the full contract amount to the lowest bidder, Lazaro Paving Corporation. The Work under this contract consists of Milling, reclamation, and paving of various streets. Streets to be paved are listed in the table below. Lazaro completed the milling and paving of Old Marlboro Road and Old Pickard and the reclamation and paving binder of the butternut neighborhood. The remaining work that was not completed during the 2023 construction season is scheduled to be completed  in the spring of 2024.
